Arlington National Cemetery and the Arlington National Cemetery Post Cemeteries Complex requirement to provide Danby marble and granite headstones and markers F.O.B Destination;

The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) has a requirement to supply inscribed headstones, markers and niche covers to Arlington National Cemetery and the Office of Army Cemeteries (OAC).  Only the U1 upright marble headstones for Arlington NC must be composed of Danby Marble from Vermont.  Qualified Georgia marble and all qualified granite sources may be used for orders for other cemeteries listed in the schedule. The National Cemetery Administration is soliciting offers under Solicitation No. 36C78622R0024 for producing, inscribing and shipping the items. Niche covers will be provided by the Government.

Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes.

Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered.  An offeror’s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. The Government reserves the right to award a contract to other than the low offeror.

Factors that will be evaluated to determine award are past performance, technical, and price in that order of importance.  Technical has subfactors of equipment, methodology and personnel. Samples failing to meet the submission requirements will be removed with their accompanying proposal from further consideration as nonresponsive.

Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors.

Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
