Description:

The Government intends to issue a sole source (Woodward FST, Inc. CAGE 65065) solicitation on or about 7 April 2022 with a close date of 9 May 2022 for the overhaul of the F100-PW-220 Spray Ring Manifold Assemblies Zones IV. This is a firm fixed quantity contract. Upon issuance of the solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The requirements set forth in this notice are defined per USAF PR FD2030-22-01229 as follows:

1) This is an overhaul requirement to include, complete overhaul, modification, test, storage and shipment of assets IAW the end item’s Performance Work Statement, Air Force Technical Orders or OEM Acceptance Test Procedures to ensure the end item(s) is restored to a serviceable condition.

Item description and function:  42 inches long X 42 inches wide X 10 inches high, weighing 22 lbs., and composed of nickel alloy. This item is designed to distribute and spray fuel into gas path for augmenter operation.  This is a CRITICAL SAFETY ITEM (CSI).

3) Required delivery:

Delivery for CLIN 0001 will be every 90 days ARO at a rate of 15 ea. per month with early delivery acceptable.

Delivery for CLIN 0002 will be in accordance with required CDRLs.

Delivery for CLIN 0003 will be TBD.


4) The Government possesses qualification requirements for this overhaul effort; however, at this time, only one qualified source is known, therefore this requirement will be solicited as sole source to Woodward FST Inc., per the sole source authority at FAR 6.302-1.

5) In accordance with FAR 5.207(c)(16)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
