Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services:
- Title: Hazardous Material Testing, Laboratory Analysis – Boise VAMC
- Tasks: The contractor shall analyze the following analytes and provide laboratory results within five (5) business days of the samples arrival to the appropriate laboratory:
- Sample Type: Asbestos Building Materials (Bulk), Test Method: Asbestos PLM (3 Layers)
- Sample Type: Lead-Based Paint (Bulk), Test Method: Lead Flame AA
- Sample Type: Mold Air Samples (Air-o-Cell Cassette), Test Method: Spore Trap Analysis
- Sample Type: Mold Residues (Bulk), Test Method: Direct Microscopic Exam
- Sample Type: Hazardous Drug Residues (Wipe), Test Method: USP 800
- Sample Type: Critical Water (Water), Test Method: Total Hardness
- Other Information:
- Hazardous Drug Residues include the following profiles: platin profile, active pharmaceutical ingredients, administering profile, and hormone profile or the following single compounds: Finasteride, Fluconazole, Gemcitabine, Mitomycin, Spironolactone, Temozolomide or Valproic Acid.
- Per VHA Directive 7702 Industrial Hygiene Program and Exposure Assessment Process (dated July 29, 2021), “Laboratories utilized for Industrial Hygiene analytical services must be accredited by the American Industrial Hygiene Association (AIHA) for the specific analytes to be tested”.
- Boise VA Medical Center (VA) staff will collect all samples to by analyzed by the Contractor according to either recognized OSHA, NIOSH, or ACGIH methodology, or with the Contractor’s “In-House” protocols, as appropriate. Samples will be packaged in accordance with industry best practice, or the Contractor’s instructions, as appropriate.
- NAICS Anticipated: 541380, Testing Laboratories and Services, $19M
- Type of Contract Anticipated: FFP
- Period of Performance Anticipated: 1 October 2024 to 30 September 2029 (Base + 4 Option Years); additionally, 52.217-8 Option to Extend Services for an additional six (6) months is anticipated.
- Notes: Depending on the results of market research and socioeconomic set-aside decision, the appropriate limitation to subcontracting may be incorporated into resulting solicitation/contract.
