Description

1. The Weather Branch in the Aerospace Management Systems Division of the Air Force Life Cycle Management Center (AFLCMC/HBAK) invites companies to submit a proposal to the subject RFP. Proposals are due no later than (NLT) 12:00pm EDT on 07 November 2022. Proposals will be submitted to the Procuring Contracting Officer (PCO) in accordance with (IAW) Section L – Instructions to Offerors.

2. This solicitation is published as a total small business set-aside. The Government has determined, IAW FAR Subpart 19.102, that the NAICS classification of 811210- All Other Professional, Scientific, and Technical Services (index best describes the principal nature of the product and service being acquired and represents the greatest percentage of the contract price). IAW US CFR §121.20, this classification is assigned a Small Business Association (SBA) size standard of annual receipts of less than $22M. If you disagree with this assessment of a total setaside please notify the Contracting Officer within seven (7) days of notice.

3. Technical documents (i.e Technical Orders, Drawings, Code) are contained in a Bidder’s Library which is accessible via SAM.gov. Due to file size restrictions, remaining Code will be sent via DoD Safe. In order to view these documents, potential offerors must request access to the controlled files through SAM.gov, and inquire through the contacts below regarding a DoD Safe transfer of the remaining Code. Offerors will need to re-request the SCA Code because the files were found to be unreadable. Updated files will be sent via DoD Safe.

4. The Offeror is permitted to submit one (1) proposal. The Total Evaluated Price (TEP) is the total of all CLINs 0001–0012, including the total for the six-month extension of services if exercised pursuant to FAR 52.217-8. The quote shall be valid for one hundred and eighty (180) days. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal submissions, as received, without discussions.

5. Offerors shall comply with brand name requirements as stated in Attachment 1, Model Contract including Performance Work Statement (PWS) and Attachment 5, Brand Name Justification.

6. NOTICE TO OFFERORS: IAW FAR 52.232-18 Availability of Funds, funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

7. Any contract that results from this solicitation will be an indefinite delivery, indefinite quantity contractual ordering vehicle. The Government will evaluate and establish a contract vehicle with a five-year ordering period and a six-year period of performance, as well as a sixmonth concurrent option to extend for performance only. Funds for any agreed upon minimum order and future orders will be obligated by delivery/task order and not by the contract which directly results from this solicitation
