Description
the U.S. Army Corps of Engineers, Omaha District hereby announces its intent to issue a solicitation for “POL Tank inspection ISP, Creech AFB, NV”. The solicitation will close on or about 12 August 2022. This solicitation is 100% SDVOSB SMALL BUSINESSES SET ASIDE.
DESCRIPTION OF SERVICES:
Tank Cleaning and API 653 Internal Tank Inspection (Facility 663) located at Creech AFB, NV. See PWS for complete instructions.

The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is 541990 - All Other Professional, Scientific, and Technical Services, with a size standard of $17.0M.

QUESTION AND ANSWER POSTED 12 AUGUST 2022:
We used to use 12 inch wide wiper seal on tank diameters that were 21 foot and greater. We now use 12 inch wide wiper seal on tanks greater than 35 foot diameter. For tanks that are 25’ 3” in diameter, we now use our radius wiper which is 10.5 inches wide. It is made of the same polyurethane properties as the 12 inch wide wiper, but comes in 14 foot lengths, whereas our 12 inch wide wiper comes in 28 foot lengths. (IAW UFGS 33 56 21.17)
As for the exception to sea water, we have never tested our wiper seal against sea water so we cannot claim compatibility, however it comes up once or twice a year and has never been an issue.
Response
14 foot lengths and non-compatibility with seawater both are not in accordance with UFGS 33 56 21.17.
