Notice of Intent to Award Sole Source For the Procurement of CyberRegs User Licenses

Synopsis:

This is a notice of intent to award a sole source contract pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1)(i) Soliciting from a single source.  The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source contract to Sphera Solutions, INC. 35 E. Randolph St. Suite 2900, Chicago, IL 60601 Cage Code: 7SAN3.

The objective of this contract is the acquisition of 30 user licenses for CyberRegs On-Line Regulation Subscription for a base year plus two (2) option years for use by the U.S Army Public Health Center (APHC) project managers.  Sphera Solutions, INC. is the owner and sole proprietor of the CyberRegs website and access portal and are in complete control of which users have access to the website via user licenses as they have no authorized vendors.

The North American Industry Classification System (NAICS) for this requirement is 519290. Posting date of this requirement is 07/24/2023.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 08/11/2023.

This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required web subscription user licenses.
