Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWC-AD) intends to award a fixed price contract for the extended repair and/or calibration support coverage for five (5) United States Marine Corps HABCO F402 Oil Flow Test Carts (Part Number: 4040-F402) in support of the AV-8B Harrier F402 engine. The HABCO F402 Oil Flow Test Cart is mission critical to ensure proper oil levels are maintained during testing of the F402 Engine after inspection and maintenance. Failure to repair and calibrate HABCO F402 Oil Flow test Carts could lead to engine failure.
Market Research was performed and HABCO Industries, LLC (CAGE: 51826) was determined as the only capable vendor of fulfilling this requirement. HABCO Industries, LLC (HABCO) is the original designer, developer and manufacturer of the HABCO F402 Oil Flow Test Cart (Part Number: 4040-F402) and is the only source with the requisite system knowledge, experience and technical expertise to complete repairs and/or calibration as required. HABCO is the Original Equipment Manufacturer and only source that has the equipment and knowledge to perform complete repairs as required. The United States Government does not have the rights to the technical data and HABCO is not willing to provide any other company access to the drawings, design criteria or proprietary data. Without the proprietary technical data and repair equipment, it would not be possible for any other source to support the HABCO F402 Oil Flow Test Cart. Therefore, this action will be an establishment of a sole source contract action to HABCO, located in Glastonbury, Connecticut 06033-2318.
NAWC-AD intends to award this order under the authority of 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1) ), Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
