Description

The United States Department of Agriculture (USDA) Farm Production and Conservation – Acquisition  Division intends to issue a Request for Quotes (RFQ) in accordance with FAR Part 13 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the Emergency Watershed Protection (EWP) Streambank Stabilization for Peavine Creek in Garvin County, OK.

The focus of the project is to install streambank stabilization measures to protect Peavine Creek and N 3300 Road.  Contractor will install 1,437 tons of rock riprap and 1,040 cubic yards of earthwork.     

The solicitation will be a Total Small Business set-aside.  Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov to be eligible for award.

The full solicitation package including construction drawings, specifications, and wage rates will be posted and available from this website on or around March 8, 2022.  

A firm fixed price construction contract is anticipated under the Sealed Bidding Procedures in FAR Part 13. 

A Payment Bond (SF-25A), Irrevocable Letter of Credit (ILC), or a Tripartite Escrow Agreement in the amount of 100% of the project cost will be required within 10 calendar days of award of the contract.

The anticipated period of performance for this project is 14 calendar days from the date the contractor receives the Notice to Proceed.

In accordance with FAR 36.204, the estimated magnitude of construction is between $100,000 and $250,000.  The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.  The Small Business Size Standard for this NAICS is $39.5M.

Interested parties are encouraged to inspect the site where the work will be performed. A site visit will be conducted on March 14, 2000 at 10:00CT, and more information will be contained in the Solicitation document.
