Intent to Sole Source - Territorium E-Proficiency Profile (EPP)

The contractor shall provide the Community College of the Air Force, the Territorium E-Proficiency Profile (EPP), a comprehensive Online education assessment battery for institutional effectiveness data to maintain their accreditation in accordance with the performance work statement (PWS).

The Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) require the Community College of the Air Force (CCAF) to provide institutional effectiveness data to maintain their accreditation.  To accomplish this SACSCOC requirement, CCAF biannually administers Territorium's exclusive E-Proficiency Profile (EPP) test battery, formally known as the Educational Testing Services (ETS) test battery, to recent CCAF graduates to test their proficiency in the general education subjects required for degree completion.

This unique service is possessed by only one contractor, Territorium, The ETS test battery is proprietary and has been the sole source for CCAF's proficiency testing for the past fourteen years.  Territorium now provides the test battery developed and under license by ETS, now performs trend analyses by comparing current results to previous years.  Due to the proprietary test battery, another agency could not use historical data from ETS, as they would not have access to the ETS test battery that the data is based on. This requirement is issued pursuant to 10 USC 2304 (c)(1), as set forth in FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement.
