Description
This is a request for proposals (RFP) issued by the Federal Emergency Management Agency (FEMA) for Temporary Support Facilities commercial services to support FEMA’s mission of helping people before, during, and after disasters. One of FEMA’s responsibilities is to ensure the effectiveness of emergency response personnel in responding to emergencies and disasters. Types of disasters and emergencies that could happen in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) include hurricanes, floods, earthquakes, cyclones, tornadoes, blizzards, acts of terrorism, tsunamis, and avalanches. During disaster situations or other events, Federal, State, and Local responders may need a place that provides shelter, food, and additional basic needs. In that regard, the Contractor providing Temporary Support Facilities shall provide all necessary labor, supervision, equipment, tools, materials, fuel, supplies and transportation to establish and maintain temporary support facilities. The temporary facilities shall include mobilizations, site preparation, installation, management and operations, and demobilization services. FEMA’s Office of Chief Administrator’s Office (OCAO) Disaster Support Branch (DSB), Responder Lodging Section (RLS) seeks to award one or more multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) for temporary support facility solutions.
This acquisition will be conducted in accordance with FAR Subpart 12.6 using subpart 15.3 Source Selection procedures applicable to Federal Acquisition Regulation FAC 2022-04.
Additional notices regarding the current solicitation were provided through the RFI titled “Draft Performance Work Statement (PWS) FEMA Temporary Support Facilities" posted November 19, 2021, and RFI# 70FB7022I00000008 posted January 14, 2022.
This RFP details the Government’s effort to award one or more indefinite delivery indefinite quantity (IDIQ) contracts. FEMA anticipates award in July of 2022 with performance beginning September 26, 2022.
Contract Type: Five (5) year Multiple Award Indefinite-Delivery/Indefinite-Quantity contract with Firm Fixed Prices.
Funds are not presently available for this contract. The Government’s obligation under this request is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
