Per JDRS, these items are Critical Safety Items (CSI), thus limiting qualified sources. The acquisition of the items listed above will be solicited to Raytheon Company (072E5) and Eaton Aerospace LLC (17472) because they are currently the only sources capable of satisfying this requirement. All alternate sources must qualify IAW the DCAs procedures, as approved by NAVAIR prior to contract award. While Boeing (76301) is listed as approved source in JDRS, they are only listed because they are the PRIME of the Aircraft. Boeing (76301) does not have the necessary production, construction, and technical equipment and facilities to be able to manufacture/repair these parts. The Navy does not currently have in its possession any manufacturing/repair data, supporting test equipment, and associated specifications required to procure the items.
Since the Navy does not own sufficient information such as specifications, test equipment/procedures, a full and open competitive solicitation cannot be supported at this time.
NAVSUP-WSS must procure the items through limited competition to Raytheon Company (072E5) and Eaton Aerospace LLC (17472).
