4SFAB MRX Role Players

This is a Solicitation/ Request for Quote for a non-personal service of 47 Role Players for 4th Security Force Assistance Brigade's Force Package Mission Readiness Exercise (MRX) on Fort Carson, Colorado.

QUOTES ARE DUE 30 JUNE 2023 BY 12:00PM.

QUESTIONS REGARDING THE SOLICITATION ARE DUE BY 19 JUNE 2023 BY 12:00PM. Only minor clarification questions can be answered after this time. 

The period performance is 15 - 21 July 2023. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to perform 4SFAB's deployment readiness MRX as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Secret clearances are NOT required for this contract.

The area of performance will be on Fort Carson, Colorado- no virtual training is authorized. Contractors MUST perform this service in person on installation.

Additionally, please keep the following points in mind:

1. Role players must be on site and have any and all products prior to arrival ready to conduct training.
2. The contractor shall ensure that role players will arrive to the greater Fort Carson / Colorado Springs area NLT 2400 (midnight) the day prior to training to ensure personnel are available and prepared by 0800 on the first day of training.
3. The contractor SHALL furnish all supplies and equipment required to perform work under this contract.
4. Total compliance with the specifications detailed in the PWS

The contract will be a Firm Fixed Price contract. The requirement is set aside 100% for total small business. The small business size standard for this acquisition is $16.5 Million, NAICS Code: 611699. Calls will not be received, any questions must be emailed to SSG Bryan Rouse, bryan.k.rouse2.mil@army.mil or MSG Marie Sanders, marie.sanders-gulas.mil@army.mil.

Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov to be considered for contract award. This Solicitation/ RFQ will close at 12:00 PM MST on 27 June 2023. The resulting award will be made without discussions; however, that does not prevent the Contracting Officer from holding discussions if it is in the best interest of the government. All quotes must reference and acknowledge all amendments posted to the forthcoming solicitation, if applicable.

PLEASE REMEMBER:

1. Include your quote amount in the 1449 and sign (31 a-c)

2. Pay carefull attention to following the guidelines outlined in 52.212-1 Instructions to Offerors Addendum. Be sure to provide us with the past performance information we are requesting per the guidelines!

3. Note the evaluation criteria outlined in 52.212-2.

4. Complete Fill-in's in 52.212-3- AS APPLICABLE. Note: "The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM)...". (c) - (v) will need to be flled out if you have not.
