Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for an 100-day base period of performance (PoP) with a 60-day potential option period with CACI Technologies, Inc, 14370 Newbrook Drive, Chantilly, Virginia 20151-4206

In accordance with the statement of work, the Contractor shall provide programmatic support for current program’s objectives and acquisition strategies, professional program/project management and technical support service including programmatic services, technical services, procurement documentation development, financial, logistics and administrative, trial, special projects and conference support. The contractor shall provide executive, analytical, management and administrative support including but not limited to, the following: coordination of management office operations including management of records, schedules and correspondence; analytical support; deliverable tracking; task management; and assistance in the development of milestones and objectives for current programs. Specific requirements will be defined by Technical Instruction for each task.

This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 10 U.S.C. 3204(a) (1) as implemented by FAR 6.302-1.  The basis for restricting competition is the unacceptable lapse in PMS 325 and PMS 300 professional and technical support services.  Any interruption in professional and technical support services for PMS 325 and PMS300 would negatively affect mission readiness and long-term costs to the taxpayer. CACI is the only vendor capable of continuing to provide the Navy uninterrupted follow-on professional and technical support services.

A formal solicitation will not be issued.
