Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is FA561322Q0019 and the solicitation is issued as a request for quotation (RFQ). This acquisition is conducted in accordance with FAR Part 12 and 13.5 procedures.
- The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06.
- This is not a set-aside. The North American Industry Classification System (NAICS) code for this solicitation is 114210.
- The 700 CONS/PKA Flight has a requirement to contract for BASH Manager services and Falconry at Ramstein Air Base, Germany, for the period 01 October 2022 to 30 September 2023 with four (4) one (1) year options through 30 September 2027. Offerors shall use the Supplies or Services & Prices or Costs of this solicitation, which includes all contract line item numbers, quantities and units of issue, to fill in all unit prices and total amount blocks.
- Attachment 1, Performance Work Statement (PWS), contains the description of the requirement for BASH Manager Services on Ramstein Air Base, Germany.
- Places of performance and acceptance is Ramstein Air Base.
Required period of performance:
Base Year: 1 October 2022 – 30 September 2023
Option Year 1: 1 October 2023 – 30 September 2024
Option Year 2: 1 October 2024 – 30 September 2025
Option Year 3: 1 October 2025 – 30 September 2026
Option Year 4: 1 October 2026 – 30 September 2027

- Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications --Commercial Products and Commercial Services (May 2022), Alternate I (May 2022), with their offer, or complete paragraph (b) of 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.
Note: In order to be eligible for award the contractor is required to be registered in the System for Award Management (SAM), http://www.sam.gov at the time of proposal and award, and Procurement Integrated Enterprise Environment (PIEE), https://piee.eb.mil.
- The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.
- Offers are due 22 Aug 2022 not later than 16:00 hrs Central European Summer Time (CEST). - A pre-proposal site visit will be held on 29 Jul 2022 at 1000 CEST. Offerors shall contact the Points of Contact listed below no later than 25 Jul 2022 to allow sufficient time for approval of base entry. Note: It is the Government’s intent to conduct no more than one site visit.
