Description

SOURCES SOUGHT This Sources Sought/Market Survey Notice is being conducted by Louis Stokes VA Medical Center (VAMC), 10701 East Boulevard, Cleveland, OH 44106, to identify all sources that are capable of providing a specialized radiology workflow management solution capable of optimizing access to timely, expert interpretation of all diagnostic interpretation. The Period of Performance is 30 September 2022 through 29 September 2023. OVERVIEW OF THE REQUIREMENT Description: Application of a specialized radiology workflow management solution capable of optimizing access to timely, expert interpretation of all diagnostic interpretation. Salient Characteristics: Ability to provide real-time management analysis of radiologist productivity and operating efficiency. Allows the VAMC to match specialized radiologist expertise and training with veteran specific need. Built-in safeguards which prevent delay to veteran care. Analytic support to guide in utilization and resource management. Facilitation, consultation and collaboration required to effectively and efficiently implement a comprehensive specialized radiology workflow management solution. Using a combination of DICOM, HL7, current radiologist availability, and clinical and service level rules, build a unified list of exams for dictation by the radiologists. Expose work to radiologists based on clinical priority, radiologist skill set, current patient wait time, and clinical service level agreement rules designed by the radiologist and imaging department. Additionally, rules should automatically account for: Radiologist skill set and credentialing privileges Referring physician radiologist preference Change behavior as appropriate for time of day and day of week Desired service level response times for exam turnaround time Automatically distribute and expose work to radiologists based on patient wait time and service-level agreements in conjunction with radiologist availability. Automatically match and present external patient records to the radiologist for comparison. Using a cumulative confidence matching algorithm, automatically identify patient records in systems other than the VA Picture Archive and Communication System. Automatically present the matching records to the radiologist for comparison review. Provide a system for contemporaneous view of radiology exams interpreted within the last few hours for at least 2% of the patients. Use automated software rules and alerts to track patient turnaround time experience and provide direction for opportunities for improvement. 8. Constantly monitor the unread work in order to distribute and expose the exams to the next available and appropriate radiologist. Provide the radiologists with a search function across the enterprise. Provide real-time productivity feedback to the radiologist and administration. Automatically monitor for exams exceeding a service level expectation and escalate the exam in priority to the appropriate radiologist and support staff. Monitor when the time and work become available and contrast with the actual time of dictation. Provide analysis of potential scheduling changes to support inbound work as well as monitor the actual productivity with the desired productivity overlaid with the actual inbound work. Provide a per-radiologist recommendation for work-schedule adjustment. Use an automated rules engine to provide analysis of current productivity and operating efficiency across modality and subspecialty and department. Use historical workflow analysis in combination with productivity analysis to project future staffing needs and identify possible areas for service improvement. Restrict the patient matching record presentation to the radiologist based on credentialing limitations. Provide the ability to perform historical analysis of worklist content and behavior. Maintain current workload and work-in-progress awareness between radiologists and provide for seamless consultation using share imaging and voice interaction.
