08/02/2023 UPDATE: DRAFT Solicitation Sections L and M Small Business Participation Factor Posting, Tentative Site Visit Information and Updated Interested Vendor List

This posting is providing a DRAFT version of the Small Business Participation Factor from Solicitation Sections L and M.  Please note that with the posting of portions of the solicitation, Government one-on-one meetings with Industry will now cease.  However, the Government encourages Industry to continue to submit questions/feedback via the WTRS email address: usarmy.orlando.peo-stri.mbx.warfighter-trs@army.mil.  Any answers the Government provides will be posted to SAM.gov.

The Government has tentatively planned for a site visit at Ft. Cavazos, Texas on 25-26 September 2023.  All visitors to Ft. Cavazos will have to register at: https://pass.aie.army.mil/steps/terms_of_use.  This pre-registration is mandatory and those who do not register will not be permitted on post for the site visit (even with a CAC).  Industry Visitors will be restricted to 2 individuals per company.  More specific details with confirmation of site and dates will soon follow.

An updated Interested Vendors List has been posted.

07/10/2023 UPDATE: Additional Draft PWS Postings

04/06/2023: Response to Industry Questions Regarding Bidder's Library Documents:

1. Is the information received on the Hard Drive with the classifications and markings, appropriate for dissemination to industry as marked?

Per the PEO STRI Program team, the information has been provided to assist potential offerors with knowledge of the program, future proposal preparation, and potential teaming arrangements.

2. Would any of the information provided be considered a concern for OCI?

02/09/2023 UPDATE: Warfighter TRS Tech Data Release

The U.S. Army Contracting Command - Orlando (ACC-Orlando) is issuing this notification on behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) as a means of providing potential sources with pertinent Technical Data Package (TDP) releases to industry for the upcoming Warfighter Training Readiness Solutions program.

Due to limits with the LT2 portal, the Government will make the TDPs available only for external hard drives. Interested party will need to provide, via courier service, a 500GB external hard drive. The hard drive will be scanned, the TDP packages will be loaded and returned to the address provided by mail. No in-person exchanges will be accepted.

This message to industry is that TSO is starting to populate the bidder’s library and the attached are the instructions for registering.  Remove the https:// to get the site to come up if using MicroSoft Edge browser.  The website does not support Internet Explorer browser.

This is the first drop of data and contains information pertaining to Maintenance, Virtual Utilization, DRTS Utilization, CTC Rotations,  Obsolescence and Warranties .  The data is provided from the ATMP MIS (AWARE) that the  incumbent, PL TSO and external users access for information.  The initial data is from Ordering Period 4 with a Period of Performance of 1 July 2021 - 30 June 2022.  An update in early December 2022/ January 2023 will add Technical Data Package information.

PL TSO will add data from Ordering Periods 5 (1 July 2022 – 30 June 2023) and 6 (1 July 2023 – 30 June 2024) over the next two years.
