Description
(i) This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation number 12FPC424Q0112 is issued as a request for quotation (RFQ), and the acquisition procedures at FAR Subpart 12.6 are being utilized. The Government anticipates that this solicitation may result in the award of a Firm-Fixed-Price (FFP) Purchase order, to the responsible offeror(s) whose quote conforming to the solicitation will be most advantageous to the Government, lowest priced technically acceptable offer.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 effective May 22, 2024
(iv) This is a 100% set aside for Small Business vendors. The applicable NAICS code is 541810 –Advertising Agencies which has a size standard of $25.5 million. For more information on size standards visit http://www.sba.gov/size.
Description of Requirement:
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) requires marketing and outreach towards beginning and new farmers across Tennessee. The billboards will be in Nashville, Knoxville, Murfreesboro, Memphis, and Chattanooga. All five billboards will have a QR code linking to the TN USDA NRCS website. This will help track how successful billboards are as a marketing tool.
The objective of this Request for Quotes (RFQ) is to obtain services is to integrate billboards into our marketing mix to amplify our brand visibility and contribute to our overall marketing success to new and beginning farmers across Tennessee. The billboards will raise awareness but also inspire action and participation with the TN USDA NRCS as identified in Statement of Work (Attachment A). The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the work as defined by this requirement.

Work is to be performed in accordance with the Terms, Conditions and Clauses, Statement of Work (Attachment A), and the applicable labor Wage Determinations (Attachments B) for the locations.
