Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT
constitute a request for proposal, request for quote, or invitation for bid. The intent of
this notice is to identify potential offerors for market research purposes and to
determine whether to set-aside the requirement for small business concerns for the
upcoming Request for Proposals (RFP) for: Pest Control Services at Marine Corps
Base Camp Lejeune, and Marine Corps Air Station New River, Jacksonville, North
Carolina.
The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic is
specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service-
Disabled Veteran Owned Small Businesses, Women Owned Small Businesses,
Economically Disadvantaged Women Owned Small Businesses, or other Small
Businesses with current relevant qualifications, experience, personnel, and capabilities
to perform the proposed requirement.
The work includes, but is not limited to, furnishing all labor, supervision,
management, tools, materials, equipment, transportation, incidental engineering, and
other certified, trained personnel to provide the necessary skills to perform weekly
operation services for Pest Control Services on-site during normal working hours.
Normal working hours are Monday through Friday excluding federal holidays
between the hours of 7:00 am to 4:00 pm. The contractor shall be responsible for
providing weekly work that includes interior and exterior pest control services to
prevent and control structural and medical arthropod and vertebrate pests, including
but not limited to cockroaches, termites, ants, fleas, silverfish, mosquitoes, mice, rats,
bees, wasps, pigeons, bed bugs and nuisance birds at Marine Corps Base Camp
Lejeune (including Marine Corps Air Station New River), and surrounding areas of
responsibility. A complete list of specifications will be included in the solicitation.
The Government intends to award a Firm Fixed Price/Non-Recurring type contract
with a base period of one year plus four (4) option years. The total term of the
contract, including all options, will not exceed sixty (60) months. The Contractor may
be required to continue performance for an additional period up to six (6) months
under the Option to Extend Services Clause. In either case, the Government will not
synopsize the options when exercised.
The North American Industry Classification System (NAICS) Code for this
procurement is 561710, Exterminating and Pest Control Services with a size standard
of $17.5M, and will be verified.
The Government encourages all Small Businesses, or other Small Business concerns
interested to respond, indicating interest in the acquisition by providing to the
Contracting Office a one (1) page capability statement and a positive statement of
eligibility as a Small Business type. The capability statement shall include the
following:
. Ability to meet all technical requirements outlined in this notice
. Active in the System for Award Management Registration (SAM) with:
o Unique Entity ID
o CAGE code
. Representations as Small Business or other Small Business Concern Type
. Small Business classification for NAICS Code 561710
. Be registered to use SAM.gov and PIEE for Electronic Invoicing
If adequate interest is not received from Small Business Concerns, the solicitation will
be issued as unrestricted without further notice.
The solicitation will utilize source selection procedures which will require offerors to
submit a technical proposal which includes technical experience, safety ratings, past
performance, and a price proposal for evaluation by the Government. The actual
solicitation will state what will be required when posted.
Notifications of interest must be submitted in writing via email; phone calls will NOT
be accepted. Interested parties should respond as soon as possible but no later than
close of business 29 March 2024. Responses to this Sources Sought Notice should be

entertained.
