Description

The National Park Service (NPS) provides notice of the release of a Prospectus to solicit proposals for the award of up to fourteen (14) Concession Contracts (Nos. CC-ROMO009-24, CC-ROMO011-24, CC-ROMO012-24, CC-ROMO013-24, CC-ROMO016-24, CC-ROMO017-24, CC-ROMO018-24, CC-ROMO019-24, CC-ROMO021-24, CC-ROMO022-24, CC-ROMO028-24, CC-ROMO029-24, CC-ROMO030-24, CC-ROMO036-24) for the seasonal operation of guided horseback rides within Rocky Mountain National Park. The effective date of each of the Concession Contracts listed above is expected to be January 1, 2024. 

The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contract. The Prospectus will be available at https://www.nps.gov/subjects/concessions/index.htm. 

Preferred Offeror 

The Director, pursuant to the terms of 36 C.F.R. Part 51, has determined that all the contracts described in this Prospectus are qualified contracts as outfitter and guide contracts. The Existing Concessioners of the following existing contracts are preferred offerors for new contracts: CC-ROMO009, CC-ROMO011, CC-ROMO012, CC-ROMO013, CC-ROMO016, CC-ROMO017, CC-ROMO018, CC-ROMO019, CC-ROMO022, CC-ROMO028 and CC-ROMO029. If an Existing Concessioner submits a responsive proposal and that proposal is not selected as the best proposal, the preferred offeror designation allows it to match the terms of the best offer. 

The Director, pursuant to the terms of 36 C.F.R. Part 51, has determined that CC-ROMO021-24, CC-ROMO030-24 and CC-ROMO036-24 are not qualified concession contracts, and therefore, no preferred offeror for these contracts exists. The solicitation for commercial services provided under these three concession contracts is fully competitve. 

Site Visit 

The Service will not conduct a site visit. Offerors are encouraged to visit the area to become familiar with physical conditions, trails, and limitations involved and become acquainted with the details requisite to operating the services under the Concession Contract. 

Questions Due 

If you do not understand something in this Prospectus, you must submit your questions or comments to Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on April 25, 2023. The questions must be in a format that allows the NPS to copy them to Microsoft Word. 

Notice of Intent to Propose 

If you plan to submit a proposal in response to this solicitation, you must notify Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on May 23, 2023. The NPS will not accept proposals from entities, including the Existing Concessioners, that do not provide notice on or before that date. See Prospectus Part II Proposal Instructions for details on the Notice of Intent to Propose. 

Submission of a Proposal 

In order to be evaluated and considered for award of a Concession Contract, the Proposal, including that of the Existing Concessioner, must be received by the Commercial Services Program Lead, Interior Regions 6, 7, & 8, National Park Service by 4:00 p.m. Mountain Time on June 27, 2023.  See Prospectus Part II Proposal Instructions for details on how and to whom to submit a proposal.
