Description

The United States Transportation Command (USTRANSCOM)/TCAQ is preparing to acquire air transportation courier services via commercial routes for USTRANSCOM Defense Courier Division (DCD) to augment its global transportation network. Contractor will provide air transportation for assigned cargo and two couriers on assigned routes. DCD couriers must maintain constant positive control of all material during loading, transport, and unloading.  Two DCD couriers will accompany their material during all movements between staging areas and the aircraft and board the aircraft after their material has been loaded and aircraft doors sealed.  DCD may also employ a team of recovery couriers at the arrival location to assist the traveling couriers with maintaining positive control during loading and unloading.  Couriers will conduct planeside inventories to ensure all material is accounted for prior to departure. The contractor will provide seats for two travel couriers with personal carry-on baggage and cargo space for containerized and/or loose loaded courier materials as described in this PWS.  Service will primarily be within the Continental United States (CONUS) and to include Alaska and Hawaii. Secondary services will include international routes to planned destinations to include Guam, Japan, S. Korea, Australia, England, and Germany with the flexibility to use alternate routes if determined feasible and agreed upon by both the contractor and DCD.

Contractor must be a DOD-approved Air Carrier prior to contract award.  To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR part 861.3.  For additional information, contact HQ AMC/A3B at website https://www.amc.af.mil/Home/AMC-Commercial-Services

Base period of performance shall begin 1 Oct 2024, or date of award if subsequent thereto, through 30 Sep 2025, followed by four one-year option periods, through 30 Sep 2029, and possibility of a not to exceed six months extension under FAR 52.217-8.  The solicitation for this acquisition will be available on or about 28 June 2024. This acquisition will be solicited as Full and Open competition.  NAICS 481211 - Nonscheduled Chartered Passenger Air Transportation applies to this acquisition.  Be advised that all interested parties must be registered in the System for Award Management (SAM) database in order to receive a contract award and must have an active profile on date of proposal submission.  All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
