Description

This is a pre-solicitation notice only for the purchase and installation of an alarm monitoring system to be installed on a towboat, the Motor Vessel (MV) Creve Coeur. No quotations are requested at this time.  Be sure to follow this notice so that you are notified when the solicitation is issued (will be issued as a related notice).

DESCRIPTION

The vessels of the US Army Corps of Engineers - Rock Island District Illinois Waterway Project, must meet the requirements of US Code of Federal Regulations Chapter 46 Subchapter M. To be compliant to Subchapter M, the alarm monitoring system of the Motor Vessel (MV) Creve Coeur must be upgraded with new and up-to-date monitoring equipment. The contractor will be required to remove the existing system. The equipment will monitor and provide the status of the most vital parts and equipment on the vessel. See *DRAFT* specifications below. Specifications are subject to change prior to solicitation being issued:

SPECIFICATIONS

The required New Alarm Monitoring System shall provide the following information:

(1) System must be expandable beyond the below to allow added data points.

(2) Each main engine - temperature, low oil pressure, low coolant level, and speed.

(3) Each main generator - temperature, low oil pressure, low coolant level and speed.

(4) Each gear (transmissions) - temperature and oil pressure

(5) Each hydraulic steering sections – hydraulic fluid levels.

(6) Each bilge area – water levels

(7) Each shaft alley - water intrusion monitoring.

(8) Each waste oil - high level monitoring.

(9) Each full information displays; install full information display for all required notification locations and required data collected from them in the wheelhouse and engine room.

Note: Each Pilothouse lowers by 10’ to clear bridges and then raises by 10’ for normal operations.

ADDITIONAL REQUIREMENTS

  1. Remove existing system and associated components.
  2. The contractor shall provide all equipment, personnel, tools, and system components required to remove the existing system and complete the installation and commission of the new system; therefore, requiring no work, materials, or USACE personnel to complete the work.
