**SOLICITAION**

B983 REPAIR ROOFING AND PAINT EXTERIOR WALL AT THE U.S. NAVAL AIR FACILITY (NAF) ATSUGI, JAPAN

 PROJECT DESCRIPTION

This building structure is composed of concrete wall, concrete column and folded metal roof.  Main scope of works for this project are repair roofing and paint exterior wall.  For repair roofing, new sheet waterproofing system shall be provided on existing folded metal roofing.  Repair existing gutter on the roof and repair downspout are also included in this project.  For paint exterior wall, damaged existing paint shall be removed and prepare surface, and paint existing exterior wall.  Paint work for existing exterior door, concrete floor of platform, flowerbed and downspout are also included in this project.  Material sampling work for asbestos and removal work for asbestos and lead are included in this project.

In accordance with DFARS 236.204, the magnitude of this construction project is estimated between Y50,000,000/$500,000 and Y100,000,000/$1,000,000.

CONTRACTOR LICENSE REQUIRMENT

Any contract resulting from a solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.

STATUS OF FORCES AGREEMENT

The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
