Screening Information Request (SIR) 693KA8-23-R-00005 is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.3.11. This is a competitive, unrestricted procurement (AMS Procurement Guidance T3.2.2.3, Complex Source Selection).

INTRODUCTION

The mission of the Federal Aviation Administration (FAA) Air/Ground Voice Communications Program is to provide Air Traffic Control (ATC) services to all classes of National Airspace System (NAS) users. The services support all phases of flight including en route, terminal approach control, flight service and terminal space-based ground movements, departures and arrivals. The UHF/VHF radios are used to ensure aircraft separation, transmit instructions and clearances, permit hand-offs, provide weather services and pilot reports (PIREPs), and communicate with Automated Flight Service Stations (AFSSs). Civilian aircraft, including air carrier and general aviation, are served in the VHF band while Department of Defense (DOD) aircraft are served in the UHF band.

The NEXCOM V3 Radio Program will replace current UHF/VHF ground-based analog radios at Remote Center Air/Ground (RCAG) and Back-Up Emergency Communications (BUEC) facilities supporting en route Communications.

SCOPE OF WORK

The NEXCOM V3 UHF/VHF Radio Contract scope encompasses all necessary equipment, software, documentation, and Contractor services required to replace existing legacy UHF and VHF radios, hereafter referred to as the NEXCOM V1 radio set.  Contractor services include warranty and repair, contract and program management, configuration management, integrated logistics support, barcode and asset tracking, support of Government testing activities, development of maintenance/operator training, support of Government spares provisioning and maintenance program and other required services necessary for the implementation, maintenance, and operation of the UHF and VHF receiver and transmitter system.
