FY22 Renewal annual software subscription and maintenance for DesignPro Tools for AFP

The Internal Revenue Service (IRS), intends to renew a sole source subscription, open market for Renewal DesignPro Tools for AFP with Elixir Technologies Corporation under guidance from FAR Subpart 6.302-1 Other than Full and Open Competition and FAR 13.106-1(b)(i).

Elixir Technologies Corporation is the sole Source for t Renewal DesignPro Tools for AFP throughout the CONUS. DesignPro Tools allows AD to accept raw data feeds from a variety of systems, and creating the necessary programming to convert the data into printable taxpayer Notices and/or Letters, including demands for payment Notices (“hard notices”), legislatively required informational Notices and/or Letters (“soft notices”), copies of correspondence for legal representatives (powers of attorney), etc. The benefit of a timely license renewal (without expiration) is IRS’s continued ability to issue correspondence to taxpayers & constituents represented by all Business Operating Divisions (BODs) including Wage & Investment (W&I), Small Business/Self Employed (SBSE), Large Business & International (LB&I), and Tax Exempt/Government Entities(TEGE), and to provide continued programming support (including issue resolution) for those BODs, their correspondence requirements and their taxpayer constituencies. A sole source justification – Simplified Acquisitions has been documented in the file in writing. The North American Industry Classification System (NAICS) for this requirement is 334118, and the standard business size is 1,000. This is published as a notice of intent not a request for proposals or an invitation for bids. No solicitation shall be issued, therefore such requests for solicitation shall be considered non-responsive. A determination by the Government not to compete this action based upon responses to this announcement is solely within the discretion of the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
