THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS

This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition will exercise Option Year 2 for Morris Systems Inventory Management and E-Ordering System.  The Gallup Regional Supply Service Center requirements for an inventory management and ordering system are developed for healthcare environments with additional features added specifically for distribution/supply centers; ability to accept EDI orders from other locations using the inventory management and ordering system; electronic requisitioning system; customers can download item catalogs and view past orders; pick lists can be printed immediately or printed at designated times for each location; simple issue / return process with IHS specific transaction numbering system; pick lists printed in location order; departmental back order management; automated purchasing; stock, non-stock and stockless orders; ability to send EDI orders to vendors; partial receipts; return to vendor documents; optional automatic department back order release when items become available; receiving documents and detailed receiving logs; extensive reporting with IHS specific features, including but not limited to stores stock reporting, CAN (common accounting number), IHS transaction numbering; Personal Protective Equipment specific reporting and forecasting; month-end reporting, including ability to group multiple locations into single bill-to; multiple reports aimed at managing and streamlining inventory; ability to print reports to network printers or save as a PDF; and Bar Code Technology and Hand-held Computers with Scanners available, functions including issuing items, receiving items, and performing inventory.

The North American Industry Classification (NAICS) code for this acquisition is 511210  Software Publishers. Morris Systems, Inc., is a small, disadvantaged business.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of respondent and will not be reimbursed by the Government.
