Description

The USDA Forest Service requires a complete set of botanical surveys of the identified project
areas for target species. Products of this contract will be:
a. Surveys to a standardized protocol of target threatened, endangered, proposed, sensitive, strategic, and survey and manage species, and survey for invasive and noxious weeds in units along roads within the project area.
b. Documentation of target species and habitat when located by surveys, on appropriate forms filled out and submitted electronically.
c. Maps delineating survey routes, populations of target species, and target habitats.
d. Appropriately collected and annotated collections of nonvascular target species.
e. Results of each survey by units. Each survey unit packet should contain:
• the standard description;
• unit species list
• survey route map
• target species forms and maps and voucher specimens (if appropriate)
f. A final written report and GIS files that includes a complete list of target species and their UTMs in an excel spreadsheet and project wide maps for weeds, sensitive/strategic plants and rare species.
g. GIS Mapping completed using ArcGIS software.
The product should be in UTM NAD 83. The product will be a shapefile of attributed polygons. Attribute table should have at least two columns- one for the species and one for the unique identifier that is given to field forms, maps, and herbarium packets to tie them together. The species attribute should be composed of the NRCS species code.
All work will occur on the High Cascades Ranger District and Wild Rivers Ranger District of the Rogue River-Siskiyou National Forest.
The applicable North American Industry Classification System (NAICS) is 541620 and the size standard is $19 million.
We anticipate issuing a Request for Proposals (RFP) approximately 11 January 2023 at www.sam.gov., but all dates in this notice are subject to change. Any amendments applicable to
the solicitation will be posted at the same site. To take advantage of business opportunities with the USDA Forest Service you must register your firm with the System for Award Management (SAM) at
www.sam.gov.
The Forest Service intends to award one firm fixed-price purchase order. Any award will be based on the best value to the Government. This requirement will be solicited as a total small business set-aside procurement that will consider past performance and price in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation.
