Description

The U.S. Securities and Exchange Commission (SEC) intends to award a firm fixed price contract on a sole source basis to Bloomberg Finance L.P., 731 Lexington Avenue, New York, New York 10022-1331.  The SEC has a requirement for licenses/services, including a commercial interactive information system delivering a continuous data feed of real-time and delayed current and historical domestic and international financial information. The NAICS code is 519290.  The contracting officer has determined that Bloomberg Finance L.P. is the only source that can reasonably meet the SEC’s requirement in accordance with FAR Part 6.302-1.

Bloomberg provides a unique information service that aggregates a wide variety of financial data and news from multiple sources (including their own copyrighted news) and makes them available in a timely manner on a platform that includes analytical tools and adjustable displays. This depth, available tools and breadth of the news archive offered through this service is available only from Bloomberg. Bloomberg is the only source that provides the required service and capabilities that meet the SEC’s requirements.

The period of performance for this contract is anticipated to be one (1) base year with four (4) one (1) year options.

The SEC intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302-1 in accordance with 41 U.S.C. 3304(a)(1).  Interested sources may submit a capability statement, proposal, or quotation which will be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposals, or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice.
