The 176th Wing, Alaska Air National Guard, JBER, AK, invites you to an Invitation For Bid (IFB) to award a single firm fixed-price contract for repair of the 176WG Lactation Rooms at the 176th Wing, Alaska Air National Guard, JBER, AK.
Base Bid Item (CLIN 0001): Repair Lactation Room, 17441 (O&T). Non-personal services: Provide all plant,
labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the lactation room and surrounding modified areas IAW this SOW dated 23 March 2022 and the attached site plans prepared by 176 CES.
Base Bid Item (CLIN 0002): Repair Lactation Room, 16456 (Hangar 12). Non-personal services: Provide all
plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the lactation room and surrounding modified areas IAW this SOW dated 23 March 2022 and the attached site plans prepared by 176 CES.
Base Bid Item (CLIN 0003): Repair Lactation Room, 15455 (Hangar 10). Non-personal services: Provide all
plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the lactation room and surrounding modified areas IAW this SOW dated 23 March 2022 and the attached site plans prepared by 176 CES.
Base Bid Item (CLIN 0004): Repair Lactation Room, 16430 (Hangar 11). Non-personal services: Provide all
plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the lactation room and surrounding modified areas IAW this SOW dated 23 March 2022 and the attached site plans prepared by 176 CES.
OPTION (CLIN 0005): Repair Lactation Room, 7252 (CES). Non-personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the lactation room and surrounding modified areas IAW this SOW dated 23 March 2022 and the attached site plans prepared by 176 CES.
OPTION (CLIN 0006): Repair Lactation Room, 16468 (AMC). Non-personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the lactation room and surrounding modified areas IAW this SOW dated 23 March 2022 and the attached site plans prepared by 176 CES.
The magnitude of this project is between $250,000 - $500,000.
A bid bond in the amount of 20% of the offer or $3,000,000, whichever is greater, is required.
The total Construction duration is 180 days after notice to proceed for base bid items and 30 days ANP for the option, should asbestos be found during testing and the option exercised.
The North American Industry Classification System (NAICS) code for this work is 236220 Commercial and Institutional Building Construction. The Government anticipates this opportunity to be a total small business set- aside. The small business size standard is $39.5 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
