Description
This announcement constitute a Sources Sought Synopsis (market survey). This announcement is for information and planning purposes only and is not to be constructed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS.
The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential design-build construction for the FY18 PN65981 Army Family Housing (AFH) Replacement Construction, Kwajalein.
Project Description:
The Design-Build (DB) Contractor shall design and construct a minimum of 26, 3- bedroom dwelling units and an Area Distribution Node (ADN) for telecommunications distribution located at U.S. Army Garrison-Kwajalein Atoll (USAG-KA), Republic of the Marshall Islands. The DB Contractor shall demolish 34 abandoned housing units in six buildings at the Army Family Housing site at U.S. Army Garrison-Kwajalein Atoll, Republic of the Marshall Islands.
This will be a Firm-Fixed-Price Contract.
Project magnitude is between $25,000,000 and $100,000,000.
Interested PRIME CONTRACTORS shall submit the following:
(1) Your intent to submit a proposal for this project when it is formally advertised.
(2) Name of firm with address, phone, and point of contact.
(3) UEI/CAGE code, registered in System for Award Management (SAM) at www.sam.gov
(4) Size of Firm (Large or Small), to include category of small business, Service-Disabled Veteran Owned Small Business (SDVOSB), and/or Women Owned Small Business (WOSB).
(5) Bonding capability for single contract action in the magnitude of this project/
(6) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. The SOC should be no more than two pages in length.
(7) Payment for Delivered/Stored Materials Feedback:
a. Types of material item(s) to be considered for payment when delivery is made.
b. The rationale why the material item(s) should be considered.
c. Indicate if the respondent is a prime contract, subcontractor, or supplier.
(8) Economic Price Adjustment Feedback:
a. What materials / commodities would be in demand that would have an impact in executing subject project?
b. What materials / commodities are volatile in today’s market that are required to execute subject project?
c. What changes do you anticipate in relevant material costs and supply-chain snarls that may impact the cost and completion time for subject project?
d. Is there concern with the stability of market or labor conditions that will exist during this project’s contract performance?
Responses to this announcement will be used by Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method acquisition.
