Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure repair services for their LECO Pegasus BT 4D GC/ TOF-MS, Gas Chromatography instrument. The necessary repairs for this piece of scientific research equipment include installation of a new detector unit for the instrument, and a system check for performance and accuracy. ERDC-CERL intends to award a purchase order on a sole source basis to LECO Corporation in accordance with FAR 13.106-1(b)(1).
CERL currently owns a Gas Chromatography instrument that was manufactured by and purchased from LECO Corporation. Over time, the performance of the unit’s detector has degraded sufficiently enough that it is no longer operational, and therefore repair services are required. LECO Corporation is the only source for fulfilling the government’s requirement as they are the only vendor that supplies a compatible detector instrument, and they are the only vendor who can disassemble and install the detector safely and reliably while not voiding the warranty. Further, they are the only vendor capable of running performance standards, adjusting voltages, and certifying the instrument performance. Because of these reasons LECO Corporation is the sole source for this procurement.
This is not a request for proposal and in no way obligates the Government to award any contract.
This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
