Presolicitation / Synopsis Notice SPRPA1-24-R-351U: No telephone requests will be accepted: All formal communication related to this requirement must be directed to DLA Aviation at Philadelphia, Attn. T.Kuhnle, APBB.15 at Thomas.Kuhnle@dla.mil. The Government intends to solicit for the procurement of: NSN: 5895-01-592-4633 NOM: TRANFORMER RECTIFIER UNITS (TRU) IAW: P/N 28VS240Y-3 (0AFL4) QTY: 228 EA This requirement is an Other Than Full and Open Competition procurement: This item is restricted to Champion Aerospace, LLC (CAGE 0AFL4). One contract will be awarded as a result of this requirement. The associated NAICS Code is 335311. The solicitation will be issued on or about 03MAY2024. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. All offerors must meet prequalification requirements in order to be eligible for award. This notice of intent is not a request for competitive proposals. All responsible sources may express their interest and provide capability statements in response to this notice. Only approved sources will be solicited, and source approval may be required. To obtain approval, vendors must submit a SAR package, for review and approval, to the Contract Specialist for submission to the Engineering Directorate, Quality Engineering Division. Source approval must be obtained prior to being considered for contract award. DLA Aviation Philadelphia will not delay award while source approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. Approvals are made on an individual basis for specific manufacturing location (CAGE).
