Description

NASA/Information Technology Procurement Office (ITPO) is hereby soliciting information from potential sources for the purchase an Electro Mechanical Load Frame for the Glenn Research Center (GRC) Structural Mechanics Branch.

The National Aeronautics and Space Administration (NASA) (ITPO) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Environmental Scanning Electron Micrscope (ESEM) and Associated Detectors. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.

The Structural Mechanics Branch is seeking to acquire an electro-mechanical load frame for use in characterization of exotic materials being utilized in a lunar environment.  The requirement for this acquisition is driven by the need to replicate the lunar environment at cold temperatures of ~40 Kelvin within a vacuum.  The type of material characterization necessitated by the program development requires an electro-mechanical load frame and supporting components including data acquisition and load cells capable of extended duration durability testing (up to two years of continuous operation applying load cycles at a rate of 1 Hz).  The load frame must be quick, accurate, integrate-able, and timely.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov.  Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort. See attachment A – Draft Statement of Work.  

The requirement is considered to be a commercial-type product as defined in FAR 2.101.
