Description
The National Oceanic and Atmospheric Administration (NOAA) National Centers for Coastal Ocean Science (NCCOS) Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Duncan Parnell to furnish and deliver two (2) complete Trimble model no. R12i/TSC7 GNSS systems. Both systems shall have the capability to function independently or combined to expand system functionality and shall meet the following minimum requirements: Each system shall include software and hardware to enable field operation, battery charging, communication, configuration, editing, data transfer, system upgrades, system maintenance and vendor support. Additional items for field survey operation shall include rechargeable batteries (internal and external sources), battery chargers, poles, connectors, clamps, bags and cases. The Two (2) complete Trimble model R12i GNSS receivers and two (2) Trimble model TSC7 dataloggers surveying systems shall support GNSS data access, collection, storage, and data transfer. The receivers and data loggers shall be used in conjunction with and shall be compatible with other existing Government owned Trimble GNSS System assets and an existing Government owned Trimble Business Center (TBC) Software License. Both systems will reside at the NCCOS Beaufort NC laboratory. The National Centers for Coastal Ocean Science (NCCOS) Beaufort NC laboratory use Trimble GNSS systems in determining the spatial location of topographic features in support of the Science Strategic Plan. Additional new receivers and data loggers are needed to continue access to satellite positioning and increase the available satellite constellations. This acquisition will allow NCCOS to continue satellite-based positioning and expand the current satellite constellation with improved accuracy and efficiency. The North American Industry Classification Code (NAICS) for this acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a business size standard of 1,250 employees.
Sole Source Justification
Duncan Parnell is the only authorized reseller of the Trimble R12i GNSS Receiver and TSC7 Handheld Data Loggers in the state of North Carolina. The receivers and data loggers are upgrades to the current GNSS receivers and data loggers currently being used by NCCOS which includes the Trimble R6 and 5800 GNSS receivers and the TSC2/3 data collectors that are used in conjunction with the Trimble Business Center (TBC) software license which provides access to the Trimble receivers and data collectors to configure, process, transform, analyze, display and transfer data. Trimble R12i GNSS receiver and TSC7 field data logger are essential for continuation of GNSS operations in which NCCOS Beaufort NC Lab conducts as part of their mission. NCCOS maintains hardware/software programs which are exclusive to Trimble for data access and analysis. In order to ensure compatibility in all aspects with existing Government owned hardware and software, the receivers and data loggers must be manufactured by Trimble. Trimble programs are exclusive to their products and are not compatible with other systems. NCCOS will continue to use the current Trimble systems to work in conjunction with the new receivers and data loggers.
Special Notice
This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to scott.beliveau@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on May 27, 2022. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
