AROS Maintenance Services at the National Weather Service Upper Air Facilities
SOLICITATION AMENDMENT 1 - SEPTEMBER 19, 2023:
The solicitation is amended in order to upload a revised version of the SF-18 Request For Quote form. The new version incorporates three additional CLINs (0004, 0005, and 0006) in order to allow quotes to include pricing for one-time training for each site. In accordance with the Statement of Work, it is estimated that the training will take approximately 16 work hours to complete.
This amendment also attaches the three DOL wage determinations that will apply to the resulting order. These were already referenced in the solicitation but were inadvertently not included in full text in the original attachments.
ORIGINAL DESCRIPTION:
(i) This is a Request for Quote for non-commercial services prepared in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation number is 1333MH23QNWWT0025 and is issued as a request for quotation (RFQ). A firm-fixed price service purchase order is anticipated to result from this RFQ.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05, September 5, 2023.
(iv) This solicitation is being issued as a service-disabled veteran-owned small business set-aside. The associated NAICS code is 561210. The small business size standard is $47.0M.
(v) This requirement is for ongoing maintenance and re-stocking services for the Automated Radiosonde Observing System (AROS) performed every ten days in accordance with the attached statement of work. There is not a qualification requirement for this service.
(vi) The base requirement is for eleven months of service, with the option to extend up to three additional terms of twelve months each. There is also an option period that is not separately priced for up to six additional months. The maximum period of performance, if all options are exercised, is 4 years and 5 months.
(vii) There are three places of performance, located in Forks, Washington; Oakland, California; and Salem, Oregon; see the statement of work for the complete address and latitude/longitude for each site. The same work is performed at each site, except that Oakland also requires testing that methane levels are safe before beginning the work.
(viii) Quotes are due to the contracting office no later than 6:00 A.M. MDT on Thursday, September 21, 2023. All quotes must be emailed to the attention of Jen Brown, email address is jen.brown@noaa.gov. The anticipated award date is September 22, 2023, which cannot be extended.
(ix) All responsible sources may submit a quotation, which shall be considered by the agency. Offerors must be registered at sam.gov by the response deadline to be eligible for award.
(x) Submit with your quote the following:
- Pricing. Can be submitted on the provided SF-18 or your own business form. If using your own form, the quote must affirmatively acknowledge acceptance of all clauses and provisions. Be sure to complete pricing information for all line items, including the price per unit and the extended total price per line item. Page limit: no more than 4 pages.
- References. At least 3 references, no more than 5. Include Business Name, concise nature of the job/project, point of contact name, and phone number. Email address is not a suitable substitute for the reference's phone number, but may be included in addition. If you do not have professional references because we would be your business's first contract, provide a statement to this effect. Page limit: no more than 2 pages.
- Capabilities statement demonstrating your ability to meet this mission critical requirement. Page limit: no more than 2 pages.
- Certification of Service-Disabled Veteran-Owned Small Business status.
- Do not submit additional documents or pages not asked for above. Page limit for the entire quote package is no more than 8 pages. (Reps and Certs do not count toward page limits, but only need to be submitted if your Reps and Certs for this opportunity need to be marked differently than what is in sam.gov).
