DEMOLITION VARIOUS FACILITIES SITE VISIT

This notice is to advertise the upcoming contract opportunity to Demolish Various Facilities on Shaw AFB. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is competed as a 100% HUBZone SB set-aside. All offerors must be registered on www.sam.gov. The NAICS Code is 238910, Site Preparation Contractors, with size standard $16.5 million applies. The magnitude for this project is $500,000 to $1,000,000.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for the demolition and site repair of 13 facilities and areas.
Contractor’s responsibilities shall include, but not be limited to, the following:
1. Removal and disposal of the building structure, (roof, exterior/interior walls, foundation, footings, grade beams, ceilings, electrical systems, mechanical systems, etc.)
2. Removal and disposal of pavements and sidewalks associated with the facility and/or identified on the plans.
3. Removal of existing slab(s) and associated landscaping.
4. Cutting and capping utilities.
a. Provide GPS location of capped or end of cut lines.
b. Electric: Remove and dispose of lines to transformer(s). Disconnect buried high voltage lines at transformer(s) and distribution point(s) prior to transformer. Remove and dispose of all disconnected lines above ground and remove and dispose of transformer(s).
c. Water: Demolish and cap lines back to the tie in point at the main water line.
d. Wastewater: Demolish and cap lines back to the tie in point at the main wastewater line or first junction.
5. Restore site to a neat, professional appearance.
a. Backfill excavated areas, fine grade with positive drainage to existing storm drains and provide a six (6) inch layer of clean topsoil.
b. Hydro seed entire site. Water as needed until growth is established with no more than one square-foot (1 SF) of a bald area.
c. Water until grass is established.
d. Repair to pre-existing condition any damaged surrounding areas.
e. All loose and visible debris shall be completely removed.
6. Perform destructive asbestos surveys (IAW DHEC regulations). Based on the age of the buildings, it is not expected that asbestos is present. If asbestos is found, abatement will be a modification to this contract.
7. Dispose of all demolition debris.
a. Take into account special treatment of hazardous waste as well as the environmental implications related to building demolition management (i.e. mercury and fluorescent lighting tubes, batteries, recapturing refrigerant and quantity annotated, mercury thermostats, etc.).
b. Contractor shall fill out and submit the refrigerants form to the Government.
c. The Contractor shall notify CE at least 72 hours before any refrigerants will be removed
d. The Contractor shall recycle eligible materials during demolition.
