The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a Solicitation (negotiated) for the design and construction (design-build) of the new Administration Building within the USIBWC’s Lower Rio Grande Flood Control Project, in Mercedes, Hidalgo County, Texas.  This new building shall replace the existing Mercedes Main Office Building. The existing building was constructed in the 1970’s and is located within the Mercedes Field Office compound. The existing building is no longer functional with respect to building codes, office space, needed technological improvements, and mechanical improvements.
