Synopsis:

  1. NOTICE:   This is not a solicitation but rather a Sources Sought to determine potential sources outside of the suggested sole source, Fortior Solutions for information purposes only.

    1. The purpose of this Sources Sought is to conduct market research to determine if any responsible sources exist, outside of the suggested sole sources, (IAW: DFARS PGI 206.302-1) and the Government is interested in large and small businesses concerns.  The proposed North American Industry Classification Systems (NAICS) Code is 518210 Data Processing, Hosting, and Related Services, which has a corresponding Size Standard of $35M.  The Government requests that interested parties respond to this notice if applicable and identify you small business status to the identified NAICS code.  Additionally, please provide a capabilities statement, confirming your availability to provide the described service/ supplies. 

  1. Program Details:

Requirement Need:  The Contractor shall provide a one year subscription, with four option years for    Remote Scanning Credential Checking Program, including four (4) mobile handheld computers capable of performing the following functions:

A. Capable of scanning Common Access Cards (CAC), retired military and dependents identification cards (TESLIN), Personal Identify Verification (PIV) credentials, Personal Identity Verification-Interoperable (PIV-I) credentials, Transportation Worker Identification Credentials (TWIC), U.S. state issued drivers licenses, U.S. state issued identification cards, Canadian-issued drivers licenses, and Canadian-issued identification cards and passports.

B. Capable of providing local negative lists (e.g. No Entry/Debarment Lists), local positive lists (e.g. event lists, graduation lists, family day event lists), and negative entry exception lists, and open access data sources.

Responsibilities of the contractor will include but are not limited to:

- Provide time and materials supporting the 1 Year Program subscription, i.e., services, and proprietary software provisioned on 4 mobile handheld computers per facility/location per subscription which Supplier furnishes for use by Customer during the term of subscription.

- Perform onsite training for all personnel tasked with utilizing the Remote Scanning Credential Checking Program.

- Provide NNSY with daily, weekly and monthly reports as requested.

- Modify the capabilities of the Remote Scanning Credential Scanner as security requirements change or special requirement are needed for an event.

- Supplier provides software maintenance and any software upgrades as determined by Supplier in its sole discretion.

- Supplier retains ownership of and title to all Program software and equipment.

- Supplier handles maintenance, lifecycle replacement and removal of all Program equipment.

- In the unlikely event that onsite support is required as determined by Supplier during the telephone consultation, a technician is scheduled to visit the Customer’s site.
