Per Section L-2.3 Proposal Organization the Government requires proposal submissions be conducted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil. No other proposal submission method is authorized.To initiate the proposal submission through PIEE, the Offeror must register as a proposal manager. Training on the solicitation module is available for proposal managers through PIEE. Subcontractors who have proprietary data and do not want to submit this data to the prime must submit it through PIEE. Subcontractors will register as a proposal manager and create a separate proposal submission from the Prime. Documents submitted by the Subcontractor directly to the Government must have the Prime Contractors team name and RFP number on the first page of the document. Pre-coordination is critical to submission of a complete and timely proposal.

Amendment 03: The purpose of amendment 0003 is to provide the following:

1) Provide questions and answers. Please see the attached.

2) Provide the A6 SHE standards, APTU CO2 Photos 1 IRA-6867, and APTU CO2 Photos 2 IRA-6884. Please see the attached.

3) Provide the site visit roster. Please see the attached.

Amendment 02: The purpose of this Amendment is to

1) Incorporate Attachment 13 Questions and Answers related to the site visit and questions concerning clarifications to the Governments requirement.

2)  At present, the Government is reviewing an additional 50 questions (approximately) and will provide answers as soon as possible.

3) Please confirm receipt of this Amendment 0002 in writing.

4) If you have any questions, please contact Contract Specialist Mr. James B. Laney at james.laney.3@us.af.mil and Contracting Officer Mr. Robert A. Greene at robert.greene.17@us.af.mil. Please see the attached.

Amendment 01: The purpose of amendment 01 is to clarify information found in FAR 52.237-27 and provide clarification on site visit information from the solicitation in the description of the sam.gov posting, add more information pertaining to the site visit, and to add a secondary point of contact.

It is the Governments intention to bring more attention to the requirements, time, and date of the site visit. The CE BUMP III site visit will be held on Monday, 22 May 2023 at 9:00 AM CDT (Ref: 52.236-27, Site Visit (Construction) - Alternate 1). Participants will meet at Pass and Registration, Main Gate, Building 111, Arnold AFB, Tennessee. Please arrive at least 3 Hours prior to the scheduled visit to allow the processing of visitors badges. A Government representative will provide further guidance upon arrival. Hard hats, safety glasses, and safety shoes are required for the site visit. Contractors are responsible for bringing their own personal protective equipment. All prospective Offerors are highly encouraged to attend this site visit and are advised that this will be held solely for the purpose of explaining the concepts involved in the Seed Project and the specifications, terms, and conditions of this solicitation. If attending, provide the full name of attendee(s), company name, citizenship, and telephone numbers to James B. Laney, Contract Specialist, at james.laney.3@us.af.mil and Robert A.
