Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Ionwerks Inc. to acquire services of relocating and installing existing scientific equipment manufactured by Ionwerks Inc.
The National Institute of Allergy and Infectious Diseases’ (NIAID) Vaccinee Research Center (VRC) has an Immunology Laboratory (IL) with a Tissue Analysis Core (TAC) section (collectively “Program”) engaged in the research of molecular and cellular mechanisms governing the development of human germinal center reactivity and the generation of pathogen or immunogen-specific antibodies. In order to accomplish this, mass spectrometers and other equipment with certain capabilities are required. In order to increase Program’s laboratory capabilities in mass spectrometry imaging (MSI), a bespoke metal nanoparticle implanter and MALDI-IM-oTOF mass spectrometer have been transferred to Program from a different lab at the National Institute on Drug Abuse (NIDA). These instruments need to be moved by the equipment’s manufacturer Ionwerks Inc. (“Ionwerks”) and professionally installed.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE.
All responsible sources that could provide comparable goods and/or services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-2137446 to Lu Chang at <lu-chang.lu@nih.gov> by 4:00 pm eastern standard time September 09, 2022.
All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
