Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. Solicitation No. 70Z02320RAPC00500 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-2 effective 23 December 2019.

The applicable North American Industry Classification Standard Code is 336611. The small business size standard is 1,250 employees.

This is an unrestricted requirement using Simplified Acquisition Procedures of FAR Part 13.  Potential Offerors are hereby instructed that, regardless of any language that may be used in this solicitation, the USCG is NOT conducting this procurement under FAR Part 15.

Offerors will only be allowed to submit one proposal as a prime contractor, and each prime contractor will only be eligible for a single award. However, Offerors may be subcontractors under a prime in multiple proposals.

Potential Offerors are advised that, in accordance with Section C, certain reference attachments to the solicitation are restricted access and will be made available according to the instructions in the RFP.  All potential Offerors seeking access to the reference attachments of the RFP must completely fill out DD Form 2345 prior to receipt of said attachments.
