This Sources Sought Notice is to seek potential socio-economic concerns who may be able to provide Certified Diagnostic Medical Physicist services on behalf of the Department of Veterans Affairs new Jersey Healthcare System. This market research survey is not a Request for Quotes/Proposals, Proposal Abstracts, or Invitation for Bids. This notice does not guarantee any future procurements/awards with the Department of Veterans Affairs.
The Department of Veterans Affairs is conducting a MARKET RESEARCH SURVEY to obtain information regarding: (1) the availability and capability of qualified large business sources (2) the availability and capability of qualified small business sources; (3) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concern, (4) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
General Description of Services:Â
The Contractor shall furnish all labor, material, supplies, equipment, and qualified personnel to  provide on-site certified Diagnostic Medical Physicist support services to conduct Diagnostic Imaging and Nuclear Medicine testing and audits for existing equipment (Radiographic, Fluoroscopic, and Computed Tomography (CT)). All services will be under the direct supervision of a Board-Certified Medical Physicist. The FDA, and New York State Department of Health require testing of diagnostic x-ray equipment to ensure diagnostic imaging quality, and a safe environment of radiation safety for patients, staff, and visitors. The VA requires that these requirements be satisfied. Contractor shall offer a diverse, multi-modality experienced team of qualified Diagnostic Medical Physicist professionals. In addition, the Certified Diagnostic Medical Physicists is required to complete monitoring and reporting related to Radiation Safety Program. The Contracted period of performance shall be one (1) base Year, and four (4) one-year options periods if offered by the Contracting. This procurement is being conducted under FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisitions.

Does the company currently have the capability to provide Certified Diagnostic Medical Physicist Services located in the geographical area? and have a minimum of three to four Diagnostic Medical Physicists currently on staff that meet the minimum requirements?
All contract personnel that will provide services shall be certified Diagnostic Medical Physicists by the American Board of Radiology, ABR (theabr.org)
All certifications of contract personnel shall also be subject to review prior to execution of the contract for approval, by the Department of Veterans Affairs.
Does the company currently have capabilities to provide three or four Certified Diagnostic Medical Physicists that have a minimum of eight years experience within a sixty-five (65) mile radius from any of the three locations identified above or have the capable of arriving at any site within 1.5 hours upon receipt of notification that same day? The Government will not be offering reimbursement for traveling candidates.
If there are no Certified Diagnostic Medical Physicists within the catchment area, how would the agency be  able to provide services within the 2 hour window for an unscheduled visit? Please Note, All Physicists must be certified and have been granted a National Criminal  History Check in order to provide services.
