TrueView Fusion-R 90kV X-Ray Inspection System

NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Contracting Division (AFLCMC/HNCK)  hereby gives notice of intent to award a sole source Firm-Fixed-Price purchase order as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1), only one responsible source and no other supplies will satisfy agency requirements.  The North American Industry Classification System (NAICS) Code is 334517 and the Size Standard is 1,200.

AFLCMC/HNCK intends to award a single source purchase order for the purchase of one (1) each TrueView Fusion-R 90kV X-Ray Inspection System to the Original Equipment Manufacturer (OEM), Creative Electorn, Inc., 253 Pawnee St., San Marcos, CA 92078-2437. 

This proposed acquisition will include the following:  One (1) each TrueView Fusion-R 90kV X-Ray with 12-hour installation & training and three optional upgrades.

The Government intends to make an award by 30 June 2023.  Creative Electron, Inc., (UEI: TKEGY5ZHLDJ8) is the only known source that meets the Government’s requirement and has proprietary rights for the Manufacturer of the item.  No technical data/drawings/Technical Orders are available. 

If a firm believes it is capable of meeting the Government’s requirement, it may identify its interest and capability to the Contract Specialist within five (5) business days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.  Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.  In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
