Description

Naval Information Warfare Center (NIWC) Pacific on behalf of the Department of Defense (DoD) Enterprise Software Initiative (ESI) intends to issue a Request for Proposal (RFP) No. N66001-24-R-0048 as a small business set-aside for enterprise support and engineering services for Microsoft products and Microsoft cloud services (MES II – Small Business). These services will be made available to the DoD, Intelligence Community (IC) and U.S. Coast Guard (hereafter referred to collectively as the “DoD” within this document).The Government also intends to issue a sole source contract to Microsoft enabling Microsoft to directly provide proactive and enhanced services for Microsoft products and cloud services that require direct access to its proprietary source code and/or “Blue Badge” employees for resolving a variety of functional and operational requirements.

The services contemplated under this draft solicitation are comprehensive (24) hours, (7) days a week, (365) days a year support (herein 24/7) services including technical support (problem and break-fix resolutions), workshops, strategic guidance, and assistance to customers with technical issues pertaining to developing cloud, intranet/internet strategies, prototyping, implementation, and development of solutions spanning across infrastructure and application areas as it relates to Microsoft products and Microsoft cloud services. Tasks may require these businesses have reach back capability to resources within Microsoft that can access its source code to resolve certain issues. The DoD is looking for software developers, product and cloud engineering teams to leverage a variety of tools, processes, and subject matter experts, specifically for Microsoft products and Microsoft cloud services. It is the intent of MES II – Small Business to support the DoD in its ongoing efforts with global acceleration and migration to the cloud and enable constantly evolving security and productivity features in Microsoft technologies.

It is anticipated a majority of the work will be performed within the United States. Contract activities may be performed throughout the world, but will be determined at the task order level. It is anticipated that the procurement will result in the award of multiple indefinite-delivery, indefinite quantity (IDIQ) contracts with firm fixed-pricing arrangements. The period of performance will be a base of one-year with four one-year option periods.

Orders will be placed pursuant to the ordering processes of FAR 16.505(a). The North American Industry Classification System (NAICS) Code is 541519 Other Computer Related Services and the Small Business Size Standard is $34M. Security classification will vary from Unclassified to Top Secret/Incidental Sensitive Compartmented Information (TS/SCI) classification. This is a new requirement. NIWC Pacific anticipates that the final RFP for N66001-24-R-0048 will be released no earlier than 14 June 2024.
