Description
April 11, 2023- HUD has issued question and response #1 (file name Solicitation Question & Answer Memo) to the solicitation through amendment. The amendment changes the due date of responses from 04/21/2024 to 04/24/2024.
The U.S. Department of Housing and Urban Development (HUD) is issuing solicitations to obtain a blanket purchase agreement (BPA) for the services of real estate appraisers to provide Rent Comparability Studies (RCS) for HUD in one designated geographic regions of the United States. This solicitation is associated with pre-solicitation Notice ID: 86614124R00001-2-3-4 issued on December 17, 2023.
The BPA will provide HUD with a contracting vehicle to place call orders for obtaining rent comparability studies for multifamily properties. The BPA holder will provide third party appraisers to prepare Full Rent Comparability Study pre-repair (as-is) rent studies and Full Rent Comparability Study Including Post-Repair (as-repaired) rent studies according to Chapter 9 of the Section 8 Renewal Policy Guide (GUIDE).
The BPA holder must provide all equipment, management, materials, supervision, supplies, and other items and services necessary to coordinate, perform, schedule, and assure effective performance of Studies for multifamily (MF) properties according to the terms and conditions of the blanket purchase agreement. The BPA holder must perform the Studies (i.e. projects) for the HUD Office of Multifamily Programs, in the Midwest Region: Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.
The government intends to limit competition to small businesses, who meet the $9.5 Million small business size standard applicable to North American Industry Classification System code 531320, Offices of Real Estate Appraisers and Product Service Code R411, Professional-Real Property Appraisals.
The government anticipates making more than one award (multiple award) in the region listed but reserves the right to make fewer awards based on agency need. Each award will be a Blanket-Purchase Agreement (BPA) with a five-year period of performance under a firm-fixed unit price. HUD is procuring these services in accordance with Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures.
The solicitation is published through the System for Award Management at SAM.gov. It is the responsibility of the offeror to monitor SAM.gov for the solicitation, all attachments, and any amendments. HUD will not honor any written or telephone requests. All prospective offerors shall be actively registered in the System for Award Management (SAM) database. The solicitation will not be available in paper format. Businesses may obtain information on registration at SAM.gov.
