Description

SUBJECT:

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Flat Panel Up Front Control (FPUFC), NSN 5895-01-530-1899FX, PN 429600-100.

ITEM DESCRIPTION

The FPUFC controls the functions of the communication radio and inertial navigation identification equipment. Control of the functions consists of function selection, option selection, and keyboard switches and providing alphanumeric display windows for option and scratchpad readouts. The FPUFC interfaces with the Avionics Status Panel, Signal Data Converter Set, Wide Field-Of-View Head-Up Display, and the Integrated Communications Navigation Identification Control Panels. The Government does not possess the drawings containing performance specifications and parameters.

Impediment to Competition:

The original equipment manufacturer for this item is L-3/Harris (CAGE 63516), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, L-3/Harris is the only known source with adequate knowledge of the FPUFC performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to L-3/Harris for the manufacture of the FPUFC in support of the F-15E program. Other interested parties may identify their interest and capability to respond to the requirement no later than Insert SSS closing date by emailing Todd Stimus (todd.stimus@us.af.mil and/or Lawrence Harper (lawrence.harper.5@us.af.mil). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
