Description
The U.S. Geological Survey Survey intends to award a non-competitive contract in accordance with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, for access to a cloud-based software and databases for analysis of raw DNA/RNA sequence data that includes raw sequence data processing (QC, pair end alignment, etc.) and variety of bioinformatic analyses. The analyses include strain-level microbial organism identification of archaea, bacteria, fungi, protists, phages and other viruses, calculation of their abundance, characterization of pathogen virulence factors, antibiotic resistance genes, and biochemical pathways and function. In addition to taxonomic and functional profiling of the DNA/RNA sequences, the cloud-based software should incorporate common alpha- and beta-diversity statistical analyses and production of publication-ready plots (starburst, donut, radial and collapsible trees, stacked bar, bubble, heatmap, PCoA, PCA, boxplots, etc.) Refer to solicitation section B.2.
This shall be a Blanket Purchase Agreement for a performance period of five years. The acquisition is being conducted under the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and set-aside for small businesses. The NAICS code is 511210, Size Standard $41.50 million.
The award will be made to the offer that is most advantageous to Government based on price and non-price factors. RFQ Sections E.3. and E.5. provide instructions and evaluation factors. A vendor must be registered at https://www.sam/gov/portal/public/SAM/ to be awarded this contract.
