Data Warehouse Services

THIS IS A NOTICE OF INTENT, NOT A REQUSET FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.

The Defense Health Agency (DHA), Managed Care – Contract Division (MCCD)

intends to award a bridge action on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii) with General Dynamics Information Technology (GDIT), 3150 Fairview Park Drive, Suite 100, Falls Church, VA 22042.  DHA originally awarded the Pharmacy Data Transaction Service (PDTS) task order to GDIT via competitive task order HT9402-14-F-0006 under contract HHSN316201200013W. DHA requires the continuation of the Data Warehouse services (a limited element of the original PDTS scope) as required until the Government is able to re-compete the requirement. The task order will require GDIT to maintain, operate, and sustain hardware and software components for a Data Warehouse containing pharmacy historical records and transactions that support the management and execution of the DoD pharmacy benefit until the new contract action is competitively awarded. The period of performance of this bridge action will be a maximum of and not to exceed 16 months from 1 April 2023 to 24 July 2024 and includes time necessary to transition the new contract.

This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in the Special Notice. All information furnished must be in writing and must contain sufficient detail to allow DHA to be able to determine if the interested party can perform the requirement described herein.

The Government will consider responses received by the established due date/time set forth in this notice. If no affirmative written responses are received by 11:59 PM on 23 November 2022, award will be made without further notice. Any questions regarding this notice must be submitted in writing via email to the point of contact. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
