PRE-SOLICITATION NOTICE – NOTICE OF INTENT

NOI-NIAID-2157382

NAICS – 332999

This is a Notice of Intent, not a request for proposal.  The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Allentown, LLC to procure replacement equipment for existing laboratory animal caging systems for the Rocky Mountain Veterinary Branch at Rocky Mountain Laboratories in Hamilton, MT.

The Rocky Mountain Veterinary Branch at Rocky Mountain Laboratories, of the National Institutes of Health (NIH), National Institute of Allergy and Infectious Disease (NIAID), ensures compliance with the Animal Welfare Act, PHS and NIH Animal Care and Use Policies, DHHS Guide for the Care and Use of Laboratory Animals, and accreditation standards for the Association for Assessment and Accreditation of Laboratory Animal Care; provides training for animal care technicians, laboratory technicians, and investigators; and the Histopathology Section provides all pathological services for laboratory animal experiments.​

This requirement is to procure replacement parts and equipment due to aging and normal wear and tear on the existing Allentown animal caging systems at RML, Hamilton, MT.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.  All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2157282 to Dana Monroe at dana.monroe@nih.gov by 5:00pm EST January 5, 2023. All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
