Project: Replace Elevators in Buildings 1 & 15 Project Number: 589-22-410 The Kansas City, Missouri VAMC has a requirement to replace elevators in the medical center. Controls and certain component parts for the elevators in buildings 1 and 15 have reached the end of their useful life thus require replacement. The Traffic Dispatch algorithm is outdated, and a more efficient self-learning system will help address the increase in patient activity in buildings 1 and 15. The contractor will provide all labor, materials, tools, equipment, supervision and completely prepare site to perform work for project 589-22-410 - Replace Elevators in Buildings 1 & 15 at The Kansas City VAMC as required by drawings and specifications. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $2,000,000.00 to 5,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238290, Other Building Equipment Contractors, small business size standard $16.5M. The duration of the project is estimated to be 550 calendar days for the base bid after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 25 percent of the General Construction labor for NAICS Code 238290. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, registration in SAM (System of Award Management) is required and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective contractors must be registered in SAM (System of Award Management) and in the VetBiz databases under the applicable NAICS.
