Description

Combined Synopsis/Solicitation (Best Value)

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires update of life rafts to meet Polar Code for NOAA Ship Oscar Dyson.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2120-22-01342 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.

(iv) The NAICS code for this acquisition is 336612, Life Rafts, Inflatable, Manufacturing; the small business size standard is 1,000 Employees.

(v) Line items are as follows:

CLIN 1:  Six (6) Each 20-Person Life Raft (USCG, SOLAS-A, and IMO Polar Code Compliant)

(Para 2.1.1)

CLIN 2:  Six (6) Each Additional Polar Code minimum food, water and equipment (Para 2.1.2)

CLIN 3:  Six (6) Each Deck Cradles with Straps (Para 2.1.3)

CLIN 4:  Two (2) Each Heating Systems (Para 2.1.4)

CLIN 5:  One (1) Each Set of Required Fuses (Para 2.1.5.1)

CLIN 6:  One (1) Each Spare Raft Heat Element (Para 2.1.5.2)

CLIN 7:  One (1) Each Spare Disconnect Heat Element/Unit (Para 2.1.5.3)

CLIN 8:  One (1) Each Spare Temperature Probe (Para 2.1.5.4)

CLIN 9:  Three (3) Each Spare Wire Connection Kits (Para 2.1.5.5)

CLIN 10:  Installation and Maintenance Manuals (Para 2.1.6)

CLIN 11:  Shipping *** Note - Shipping costs will only be reimbursed at actual expenditure with no mark up.  Shipping costs exceeding $100 require a copy of the waybill submitted with the final invoice to support actual charges.

(vi) Description of requirements for the items to be acquired:  The vendor is to provide the items in CLINs 1-11 per the attached statement of need.

(vii) Date(s) and place(s) of delivery and acceptance and FOB point.
